many of these elements are probably due to the fact that the author was not trained as an academic but as a lawyer. Writing standards for the two fields are vastly different.
Sure. Academics are (in principle) interested in the truth. Lawyers are interested in twisting the law to their clients' interests. Ooops, my biases are showing! ;)
